To make, brown the butter and let it cool slightly, ~10-15 minutes.

Add both sugars to the slightly cooled brown butter and whisk until incorporated.

Whisk in the eggs, milk, and vanilla extract until smooth.

Use a rubber spatula to fold in the dry ingredients until most of the flour is incorporated.

Fold in the chocolate chips. Then pop the cookie dough in the fridge for just about 10-15 minutes.

Using a cookie scoop, scoop the cookies into about 1½ tbsp. sized balls and drop them about 2 inches apart on prepared baking sheets.

Bake for just 8-10 minutes or until the edges are set, and the centers are still gooey.

Melt the chocolate wafers in a microwave-safe bowl in 30-second increments until melted completely.

Use a spoon to spread a layer of chocolate on the bottom of the cookies. Lay the cookies chocolate side facing up on the parchment paper and allow the chocolate to harden, it will take ~30 minutes.
